Shenzhen recently issues the "Several Measures to Accelerate the Integration of Domestic and Foreign Trade" with the following overall requirements:
- Adhere to General Secretary Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China.
- Accurately and comprehensively implement the new development philosophy, serving and integrating into the new development pattern.

Main Tasks
1. Promote the Integration of Domestic and Foreign Trade Rules and Systems
Standard Alignment: Promote and adopt international and advanced foreign standards to continuously enhance the consistency of international and domestic standards. Develop supply chain standards that align with international practices in areas such as information management, logistics operations, and commercial services. Accelerate the establishment of a standard system for strategic emerging industries and future industries. Improve the evaluation standard system for "Zhen Products" and broaden its categories. Encourage enterprises and social organisations to lead or participate in the formulation of more international standards.
Inspection and Certification: Encourage inspection and certification bodies to strengthen publicity for green channels for mandatory product certification for exports turned into domestic sales, providing "one-stop" services for domestic and foreign trade enterprises. Support the alignment of inspection and certification rules with the Hong Kong and Macau regions, and promote mutual recognition of results.
Regulatory Coordination: Break down local protectionism and market segmentation to facilitate a unified national market, ensuring smooth flow of resources and fair competition among domestic and foreign enterprises. Expand Domestic Market for Foreign Trade Enterprises: Encourage foreign trade enterprises to connect with domestic professional markets, large supermarkets, and e-commerce platforms to enrich domestic sales channels for export products.
Support International Market Expansion for Domestic Trade Enterprises: Strengthen the development of new business models in foreign trade and support domestic trade enterprises in exploring international markets through cross-border e-commerce and overseas warehouses.
Participate in Key International Exhibitions: Organize enterprises to participate in major international exhibitions such as the China International Import Expo and the Canton Fair, cultivating a series of integrated trade exhibitions.
3. Optimise the Development Environment for Integrated Trade
Strengthen Intellectual Property Protection: Implement strict measures for intellectual property protection and enhance the punitive compensation system. Focus on protecting trademark and patent rights for foreign trade enterprises.
Improve Credit Systems: Utilise credit information sharing platforms to promote the application of enterprise credit information, helping enterprises gain more credit support.
Enhance Logistics Convenience: Strengthen cross-border transport cooperation with overseas ports and promote measures such as two-step declarations and advance declarations to improve efficiency.
4. Accelerate Integrated Development in Key Areas
Deepen Pilot Programs for Integration: Leverage the demonstration role of the Qianhai Shekou Free Trade Zone to align with international high-standard trade rules.
Cultivate Integrated Trade Enterprises: Strengthen tracking services for key enterprises in national trade logistics and develop a batch of integrated trade demonstration enterprises.
Foster Integrated Industry Clusters: Promote the development of cross-border e-commerce and support smart construction of customs supervision sites.
5. Increase Financial Support
Enhance Credit Insurance Role: Strengthen coordination between export credit insurance and domestic trade credit insurance, optimizing underwriting and claims conditions.
Boost Financial Support: Utilise existing central and local fiscal funds to support integrated trade development, encouraging financial institutions to provide products and services based on accounts receivable and other assets.
