The Guangzhou Development Zone and Huangpu District take the lead in realizing new industrialization by 2035

On 4 March 2024, the Guangzhou Development Zone and Huangpu District held a conference on accelerating the promotion of new industrialization. Based on the development characteristics of "industrial regions", they defined the main direction of new industrialization and accelerated the development of new productivity. Strive to make contributions to "rebuilding a new Guangzhou".

At the conference, Guangzhou Development Zone and Huangpu District released the "30 measures of High-Quality Talents Development" and a list of the first batch of AI-enabled new industrial application in 2024. The list covers 50 scenarios in 9 major fields. In the future, Guangzhou Development Zone and Huangpu District will accelerate the implementation of those key scenarios and provide support from the aspects of policy guidance and planning, infrastructure construction, scenario opening and demonstration promotion, talent development and attraction, etc., to help Huangpu's new industrialization move to a higher level.

Being in the forefront: Strive to take the lead in realizing new industrialization by 2035

Looking back on the 40-year development history of Guangzhou Development Zone, industry has always been the "backbone" and "compass" of the development zone in facing adversities. Guangzhou Development Zone and Huangpu District have 7,174 industrial enterprises, including 1,325 high-level industrial enterprises; the districts have 33 major industrial categories, 133 medium industrial categories, and 295 small industrial categories. The solid industrial matrix has provided excellent basic conditions for promoting new industrialization. In 2023, the output value of advanced manufacturing in Guangzhou Development Zone and Huangpu District accounted for nearly 60% of the total industrial output value, and the contribution of high-tech manufacturing output value reached 26.7%. Investment in high-tech manufacturing will increase by 110%, and advanced intelligent and green industries was accelerating, the green-related R&D to  has reached 6.65% of the total R&D expenses, the comprehensive industrial strength ranks second among the top 100 industrial districts in China, and the scientific and technological innovation ability ranks first among all the development zones in China.

The Guangzhou Development District and Huangpu District recently released the "Implementation Plan for Accelerating New Industrialization and High-quality Construction of Intelligent and Strong Districts in Guangzhou Development District and Huangpu District", which proposes to vigorously implement "optimizing structure, expanding innovation, strengthening resilience, promoting transformation, cultivating excellence and support expansion" six major actions, strive to make significant progress in new industrialization construction by 2027, with industrial added value accounting for 58% of GDP, and advanced manufacturing output accounting for 65% of industrial output above designated size; by 2035, be the first to achieve New industrialization.

In short, the conference clarified the "Roadmap of Huangpu" to promote new industrialization:

  2. Cultivate a high quality new productivity
  3. Promote high-quality intelligent digital transformation
  4. Build a high-quality green manufacturing system.
