Implementation Measures of Special Funds Promote the Utilization of Foreign Investment in Zhongshan

On 13 May 2022, May 2022, the Zhongshan Municipal Bureau of Commerce issued the "Special Funds for Commercial Development in Zhongshan City (Foreign Investment Incentive Projects)".

The Implementation Measures outlined the scope and requirement for financial support to foreign-invested enterprises (including Hong Kong, Macao and Taiwan-invested enterprises, excluding real estate, financial industry and similar financial industry projects) in Zhongshan.
- The annual paid-in registered capital of foreign shareholders is 20 million US dollars and above, and the reward is 2% of the annual paid-in registered capital of foreign shareholders, with a maximum reward of 20 million yuan.
- If the annual paid-in registered capital of foreign shareholders is 10 million US dollars and above, but less than 20 million US dollars, the reward will be given at 1.5% of the annual paid-in registered capital of foreign shareholders.
- The annual paid-in registered capital of foreign shareholders is 5 million US dollars and above, but less than 10 million US dollars, 1% of the annual paid-in registered capital will be rewarded.

In order to strengthen the standardization of the use of financial funds, the "Implementation Rules" newly added relevant requirements for application conditions, and the applicant unit should promise to meet the relevant conditions and fulfill the commitments, including:
- The paid-in funds should be invested in the foreign-invested enterprise within 1 year after it is in place. The actual construction or operation of the project and the actual implementation of the commitment.
- The reward funds obtained by foreign-invested enterprises shall be applied to the projects actually constructed or operated by the enterprise and the commitments shall be fulfilled.
