The plan aimed to develop and open up Guangdong-Macao Intensive Cooperation Zone in Hengqin as well as to create a favourable environment for Macao’s Industrial diversification.

The Central Government promulgated the Master Plan of the Development of the Guangdong-Macao Intensive Cooperation Zone in Hengqin on 5 September 2021.
