Measures for the Accrediting duty-free equipment for foreign-funded R&D Center in Shenzhen

The Commerce Bureau of Shenzhen Municipality, the Finance Bureau of Shenzhen Municipality, Shenzhen Tax Service, State Taxation Administration and Shenzhen Customs have publish the Notice on Issuance of “Measures for the Accrediting duty-free equipment for foreign-funded R&D Center in Shenzhen” on 09 Jun 2022.
The Measures shall apply to the qualification examination and determination of duty-free imported equipment for foreign-funded R&D centers within the administrative region of Shenzhen. A foreign-funded R&D center that enjoys the tax policy to support scientific and technological innovation imports during the "14th Five-Year Plan" period shall also meet the following conditions:
1. R&D expense standard: as an independent legal entity, its total investment shall not be less than 8 million US dollars; as an internal department of the company, if it is a non-independent legal person of a branch company, its total investment in research and development shall not be less than 8 million US dollars.
2. No less than 80 full-time research and experimental development personnel.
3. The original value of the accumulated equipment purchased since its establishment is not less than 20 million yuan.

The Measures will be valid until 31 Dec 2025.
