Notice from the Guangzhou Municipal Science and Technology Bureau on the Public Consultation of the “3-Year Action Plan for Developing an Innovative and Technological City in Guangzhou (2019-2021) (Consultation Paper)”

The drafted consultation paper mainly includes the implementation of the “Talent Gathering Plan”, expediting the development of Nansha into a cooperative demonstration zone among Guangdong, Hong Kong and Macao, as well as implementing the preferential Individual Income Tax treatment in the GBA.

The Guangzhou Municipal Science and Technology Bureau drafted the “3-Year Action Plan for Developing an Innovative and Technological City in Guangzhou (2019-2021) (Consultation Paper)” on 5 June 2019, and is open for public consultation. The consultation paper mainly includes the implementation of the “Talent Gathering Plan”, expediting the development of Nansha into a cooperative demonstration zone among Guangdong, Hong Kong and Macao, as well as implementing the preferential Individual Income Tax treatment in the Guangdong-Hong Kong-Macao Greater Bay Area. Residents may provide their opinions in writing before 23 June 2019.

Abstract

The Guangzhou Municipal Science and Technology Bureau drafted the “3-Year Action Plan for Developing an Innovative and Technological City in Guangzhou (2019-2021) (Consultation Paper)” on 5 June 2019, and is open for public consultation. The consultation paper covers 8 major action plans.

The measures related to talent plan and enhancing technological infrastructure and innovation platforms include the following:

  • Implementing the “Talent Gathering Plan”, setting up an exchange platform for Chinese overseas talents;
  • Implementing a better permanent residence policy for talents and trial run for the skilled migrant system, so as to admit foreign talents;
  • Pushing forward the development of Nansha as a cooperative demonstration zone for talents from Guangdong, Hong Kong and Macao, and deepening the implementation of the point system for permanent residence for foreign talents;
  • Implementing preferential Individual Income Tax policies in the Guangdong-Hong Kong-Macao Greater Bay Area (“GBA”);
  • Setting up a comprehensive protection system for talent services, in order to solve various issues for eligible high-level innovative and entrepreneurial talents, such as housing, settlement, medical, education for children, insurance, financing etc.;
  • Setting up a “Exchange Conference for Youth Innovative Achievements in Guangzhou”, providing a service platform for overseas youth innovative talents to develop their career in Guangzhou;
  • Improving the award system for innovative talents, and allowing state-owned enterprises which have recruited outstanding doctorates and postdoctorates to adopt annual wage rates and contractual wage rates according to market standard;
  • Pushing forward the development of the Guangzhou section of the “Guangzhou-Shenzhen-Hong Kong-Macao” scientific and technological innovation corridor, optimising the development of the scientific and technological innovation mechanism;
  • Planning the development of the Guangzhou-Foshan Scientific and Technological Innovation Industrial Demonstration Zone, strengthening Guangzhou’s function as a core city for the “Guangzhou-Shenzhen-Hong Kong” scientific and technological innovation corridor; and
  • Setting up the GBA Open Fund, with the Municipal Finance Bureau injecting RMB 60 million capital each year in support of scientists from Guangzhou, Hong Kong and Macao, as well as their collaborative scientific research projects
