Notice on the Implementation Measures for Hong Kong and Macao Service Providers to Establish Non-educational Vocational Skills Training Institutions as Sole Proprietorship in Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone
The implementation measures provide clarifications for relevant duties and responsibilities, including clarifications of standards established by training institutions and supervision and management.
The Authority of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone issued a notice on the implementation measures for Hong Kong and Macao Service Providers to establish non-educational vocational skills training institutions as sole proprietorship in Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone on 6 January 2020. The implementation measures provide clarifications for relevant duties and responsibilities, including clarifications of standards established by training institutions and supervision and management. The examination and approval procedures have been optimized, Hong Kong and Macao service providers which wholly own the non-educational vocational skills training institutions in Qianhai do not need to report to other provincial nor municipal authorities, it will be directly assessed and approved by the authority in Qianhai and a decision will be made in writing within 30 days from the date of acceptance of the application. The measures came into force on 31 December 2019 and will be valid until 1 May 2021.
