Notice on Issuance of “2023 Action Plan on Financial Support for High Quality Economic Development in Guangdong”

The People’s Government of Guangdong Province issued the “2023 Action Plan on Financial Support for High Quality Economic Development in Guangdong” (“Action Plan”) on 28 February 2023.

The first part of the Action Plan specified the financial targets for 2023 including maintaining reasonable growth in quantity and effective enhancement in quality.

The Action Plan mentioned 6 major tasks:

• With a focus on financial opening and innovation in Hengqin, Qianhai and Nansha, promote high quality development of financial industry and build an international financial hub in the GBA
• Implement “Finance + Manufacturing”, “Finance + Technology Innovation” and “Finance + Maritime” to promote the high quality circular development of finance, technology and industrial sector and facilitate new sources of growth for the maritime economy
• Support the stable and healthy development of the real estate sector
• Stabilise foreign trade and Investment and bolster consumption
• Support the development of the rural area
• Promote the development of Green Finance
