Notice from the People's Government of Guangzhou on launching the three-year plan (2018-2020) on developing an international technological infrastructure and innovation centre in Guangzhou (SuiFuHan [2018] No.224)

The People's Government of Guangzhou has issued the three-year plan (2018-2020) on developing an international technological infrastructure and innovation centre in Guangzhou on 14 September 2018. The plan mainly includes promoting cross-border cooperation between Guangzhou, Hong Kong, Macao and Shenzhen in developing a technological innovation infrastructure, and plans to attract talents from Hong Kong and Macao through organising national and youth innovation start-up competitions.

Abstract

The People's Government of Guangdong Province has issued the "Three-year Action Plan for the development of an international technological infrastructure and innovation centre in Guangzhou (2018-2020)" on 14 September 2018 ("the Action Plan"). The Action Plan includes 5 key objectives and 5 protective measures.

5 key objectives

1. Expanding new channels and building a new pattern for innovation

The Action Plan aims to fully utilise the advantages within the Greater Bay Area, and promote cooperation in innovation among the "Beltand Road Initiative".

2. Setting up an integrated national science centre

In line with this, greater efforts are to be made to promote innovation across all the province's institutions and trading mechanisms, with greater cooperation with Hong Kong and Macao also to be factored in. Additionally, the facilities and opportunities offered by the Nansha New Area and the Nansha Pilot Free Trade Zone are to be fully-utilised.

3. Nurturing the technological infrastructure and innovative subjects

This measure involves raising the competitiveness of enterprises, such as their listing ability, nurturing pioneering industries, recognition for high and new technological enterprises, and nurturing small and medium enterprises.

4. Optimising Innovation Infrastructure

In order to deliver on this particular objective, the municipal government hopes that the ratio of added value of strategic emerging industries could reach RMB 400 billion by 2020, constituting 15% of the city's GDP.

5. Integration of Cooperative Innovation Centres for National Emerging Industries

This action mainly includes the setting up of multi-district innovation platforms, constructing technological platforms, national innovation platforms, raising the accelerated development of business incubator platforms and promoting the transformation of scientific and technological achievements.

5 protective measures:

1. Policy protection

Promoting technological funding for cross-border collaborative research in Hong Kong and Macao regions, and supporting technological small and medium enterprises in the Guangzhou region.

2. Talent protection

Focusing on admitting talents, including implementing a "1+4" talent policy and talent green card to admit and nurture top-notch scientists and innovation teams, Nobel prize-winners, National technological award winners and talents from the Chinese Academy of Sciences and the Chinese Academy of Engineering.

3. Funding protection

Optimising the model of resources supply, gradually forming a government and market directed technological allocation model. Also, speed up the integration between finance and technology, in order to promote risk investment, technological credit and the development of the National Equities Exchange and Quotations.

4. Land use protection

Prioritising the development of new land, promoting a differentiated policy on land supply. Moreover, the measures welcomes methods including bids, auctions, listings, agreements on sale, allocation, etc. to protect the land supply for technological innovation.

5. Cultural protection

Implementing a plan to raise the civic awareness for science, strengthening the popularity for science, and setting up a competitive ground for a scientific base, scientific branded events and public media events.
